根據(jù)《中國科協(xié)辦公廳關(guān)于組織推選2019年中國科學(xué)院和中國工程院院士候選人的通知》及《中國科協(xié)推薦（提名）院士候選人工作實(shí)施辦法（試行）》的通知精神，現(xiàn)將院士推選工作有關(guān)事項(xiàng)通知如下：
推選原則及條件：
1、遵照中國科院推薦中國科學(xué)院和中國工程院士院士候選人工作實(shí)施辦法，堅(jiān)持學(xué)術(shù)導(dǎo)向，避免非學(xué)術(shù)因素干預(yù)；堅(jiān)持客觀公正，確保工作程序公開、公正、透明，結(jié)果公平；堅(jiān)持專家主導(dǎo)，依托同行認(rèn)可價(jià)值體系和評(píng)議機(jī)制，嚴(yán)格遵循科學(xué)規(guī)范。
2、面向中國數(shù)學(xué)會(huì)會(huì)員；
3、推薦名額不作限制，但應(yīng)該嚴(yán)格堅(jiān)持標(biāo)準(zhǔn)，寧缺毋濫；
4、在科學(xué)技術(shù)領(lǐng)域做出系統(tǒng)的、創(chuàng)造性的成就和重大貢獻(xiàn)，熱愛祖國，學(xué)風(fēng)正派，具有中國國籍的研究員、教授或同等職稱的學(xué)者、專家，可被推薦為中國科學(xué)院院士候選人;
5、院士候選人年齡不得超過65周歲（1954年7月1日及以后出生）；
6、居住在香港、澳門特別行政區(qū)和臺(tái)灣省以及僑居他國的中國籍學(xué)者、專家，不在學(xué)會(huì)推選范圍；
7、已連續(xù)3次（2013、2015、2017年）被推薦至中國科學(xué)院的有效候選人，須停止1次候選人資格；
8、請被推薦人填寫附件1材料，并提供附件2—6的內(nèi)容（所有材料只接收PDF文件）；
9、同行專家評(píng)議表（三位專家可分別填寫表格）、材料真實(shí)性確認(rèn)函、國籍情況說明、保密審查證明要提供原件且必須親筆簽名（目前只需提供電子掃描件）；
10、所有上報(bào)材料，請推薦單位先行審查后再由推薦單位（不接受個(gè)人推薦）提交PDF文件；
11、所有推薦材料經(jīng)學(xué)會(huì)院士推選專家委員會(huì)會(huì)議審議后方可向中國科協(xié)推薦，材料不合格人員將不再另行通知網(wǎng)上填報(bào)。
推薦截至日期為2月11日，過時(shí)不予受理。

Professor Hua Loo-Keng is a famous Chinese mathematician and loves his motherland deeply. He devoted into the scientific career, and made an outstanding contribution to the Chinese mathematical career and talents cultivation for all his life.
As a Chinese American mathematician, a foreign academician of Chinese Academy of Sciences, Professor Shiing Shen Chern is a worldwide math master. He made outstanding contributions to the development of mathematics.
Professor Jiaqing ZHONG was very concerned about the development of the mathematics of the motherland during his lifetime and worked hard for it. He has said that the development of mathematics depends on the active cultivation and selection of outstanding young mathematicians. He sincerely wish to establish a fund in China to reward outstanding young mathematicians.
